JOB TITLE: INFRASTRUCTURE MANAGER
Location: Babati, Manyara
Reports To: Country Manager
Direct Reports: School Improvement Project Officer; oversight of contractors and local labourers
Hours: Full-time, 45 hrs/week (Mon–Fri)
Term: Permanent after six-month probation

So They Can Tanzania is an International NGO based in Babati, focused on improving the future of children and communities living in poverty through quality education. The organization operates the Umoja Education Collaborative in 29 primary and 5 secondary government schools, supporting teacher development, student wellbeing, school management, government partnerships, community engagement, school improvement, and early childhood development. It upholds a strict zero-tolerance policy on child abuse guided by its Child Protection Policy.

Purpose of the Role

To plan, oversee, and ensure quality delivery of construction and water projects in partner schools, ensuring timely implementation, strong community engagement, compliance with standards, and value for money.

What You Will Do

Planning & Budgeting

  • Develop annual work plans and schedules with the MEL team.

  • Prepare budgets and cost estimates with finance support.

School Infrastructure Projects

  • Assess needs and prepare improvement plans.

  • Review BOQs, allocate costs, and engage communities on roles and timelines.

  • Work with District Engineers for approval and supervision of construction.

  • Lead procurement and contract management.

  • Monitor progress, manage budgets, and report risks.

  • Implement quality-control measures and certify work for payments.

  • Maintain project documentation for audits.

  • Oversee water projects, annual water testing, and WASH training.

  • Identify risks and resolve delays or disputes.

Health, Safety & Environment

  • Ensure compliance with safety and environmental standards.

  • Conduct site safety assessments.

Compliance

  • Ensure adherence to organizational policies and Child Protection Policy.

  • Support timely data collection and stakeholder partnerships.

Communication & Reporting

  • Document and hand over completed works to authorities.

  • Maintain data in the MEL system and provide weekly updates.

  • Share reports, photos, videos, and impact stories as required.

  • Prepare lessons-learned reports.

What we Expect From You

  • Commitment to child safeguarding and the organization’s mission.

  • Degree or Diploma in civil engineering, construction management, quantity surveying, or related fields.

  • Minimum 5 years of relevant technical experience.

  • Strong project management and leadership skills.

  • Knowledge of construction standards and procurement.

  • Ability to use project-tracking tools (Excel, TolaData, etc.).

  • Ability to interpret BOQs, drawings, and technical documents.

  • Strong communication and reporting skills.

  • Advantage: experience in schools, community projects, or government-funded projects.

  • Computer literacy in Word and Excel.

Other Skills:
Independent work ability, fluency in English & Kiswahili, problem solving, adaptability, cultural sensitivity, negotiation, integrity, teamwork.
