
The International Fund for Agricultural Development (IFAD), in collaboration with the Government of the United Republic of Tanzania, is implementing the Smart Smallholder Dairy Transformation Project (SSDTP). This project aims to enhance the livelihoods of smallholder dairy producers by transforming the dairy value chain, increasing incomes, improving food safety, and mitigating environmental impacts.
The initiative will benefit 140,000 households (approximately 700,000 people), with a deliberate focus on inclusivity—40% women and 30% youth among the direct beneficiaries. The project will be rolled out in Mbeya, Iringa, Njombe, Tanga, Morogoro, Arusha, Kilimanjaro, Pwani, Zanzibar, and Pemba.
To ensure smooth financial operations, the Ministry of Livestock and Fisheries (MLF) is inviting applications for the role of Project Accountant at the Project Coordination Office (PCO) in Dodoma.
Position: Project Accountant – PCO Dodoma
Role Overview
The Project Accountant will be responsible for maintaining accurate financial records, preparing reports, ensuring compliance with government and donor guidelines, and providing timely financial information to support decision-making. The role requires close collaboration with the Ministry’s Finance Department and IFAD’s economic management team, under the supervision of the Finance and Administration Manager.
Key Responsibilities
Financial Management
- Process payments in line with budgets, contracts, and financial procedures.
- Verify documentation, reconcile invoices, and ensure proper filing of all financial records.
- Track accountability of funds at both PCO and partner levels.
- Oversee tax matters, including exemptions and refunds.
- Input payments into financial systems and review all financial documents before payment.
Budgeting and Reporting
- Support the preparation of Annual Work Plans and Budgets (AWPB).
- Prepare timely financial statements and periodic reports for submission to the Project Coordinator, Ministry, and IFAD.
- Monitor budget utilisation and flag variances for corrective action.
Compliance and Control
- Ensure strict adherence to IFAD and Government financial management regulations.
- Support internal and external audit processes with accurate records and explanations.
- Maintain robust internal control systems.
Banking and Cash Management
- Manage project bank accounts and reconcile monthly statements.
- Oversee cash flow to guarantee the availability of funds for activities.
- Prepare withdrawal applications and disbursement requests in line with IFAD guidelines.
Qualifications and Experience
- Education: Bachelor’s degree in Accounting, Finance, or a related field. Professional certification (CPA, ACCA, or equivalent) is an added advantage.
- Experience: Minimum of five (5) years in financial management, preferably in donor-funded projects.
- Skills & Attitudes:
- Familiarity with IFAD financial procedures or other international donor standards.
- Proficiency in accounting software and MS Office.
- Strong organisational and analytical skills.
- Excellent communication skills.
- High integrity, accuracy, and attention to detail.
Contract Terms
- Duration: One (1) year, renewable based on performance.
