About Heart to Heart Foundation

Founded in 1988, Heart to Heart Foundation (HtHF) has been dedicated to building a better society by supporting children and families affected by poverty, disease, and disability—both domestically and internationally.

Since 2009, HtHF has been working in Tanzania with a strong focus on eye health, and officially launched its Tanzania branch in June 2011 (Reg. No. 00NGO/00004737). Today, we are expanding our impact by addressing a critical need: Water, Sanitation, and Hygiene (WASH).

Project Overview

The Community-Led WASH Improvement Initiative in Mtama District is a three-year program (2024–2026) funded by KOICA and implemented by HtHF. The project aims to reduce the burden of infectious and waterborne diseases by improving WASH conditions through three main pillars:

  1. Health Facility-Centred WASH Improvement
    • Expanding access to safe drinking water in public health facilities.
  2. Community-Led Total Sanitation (CLTS)
    • Empowering local communities to take charge of sanitation solutions, promote hygiene, and build improved household latrines.
  3. Strengthening WASH Management and Supervision
    • Establishing strong governance and coordination systems at the district level (CHMT, RHMT).

Position Details

  • Job Title: Project Officer
  • Location: Lindi Town
  • Contract Duration: 1 year (extendable based on performance and project needs)

Role Summary

As a Project Officer, you will serve as a technical expert in program planning and execution. You’ll provide leadership and oversight in implementing project activities, ensuring quality, accountability, and measurable impact.

Key Responsibilities

  • Lead the planning, coordination, and implementation of project activities.
  • Ensure projects are delivered on time, within budget, and aligned with set targets.
  • Prepare detailed implementation plans and full-cycle project management frameworks.
  • Write and submit weekly progress reports.
  • Support monitoring and evaluation (M&E) systems in collaboration with the Field Manager.
  • Oversee financial monitoring and ensure compliance with HtHF standards.
  • Facilitate stakeholder engagement, including district councils, service providers, and community leaders.
  • Develop success stories, case studies, and photo documentation showcasing project impact.

Candidate Requirements

  • Education: Bachelor’s degree in Public Health, Water & Sanitation, Social Sciences, or International Development (Master’s degree is an advantage).
  • Experience: Minimum 5 years in WASH programs, particularly in Water Point Committees, Community Microfinance, CLTS, and Sanitation Marketing.
  • Skills:
    • Strong project planning, monitoring, and evaluation expertise.
    • Proven leadership and team-building abilities.
    • Excellent written and spoken communication in English.
    • Ability to manage multiple priorities under pressure.
    • Cross-cultural sensitivity and adaptability.
