Background
The WE4A/WE4D Programme aims to empower women-led micro, small, and medium enterprises (MSMEs) across Africa by making them more competitive, sustainable, and resilient to climate change. A critical aspect of the programme is building the capacity of Entrepreneur Support Organizations (ESOs) to deliver Business Development Services (BDS) that are not only effective but also gender-responsive, climate-smart, and environmentally sustainable.
To achieve this, the programme is seeking a highly qualified Green BDS Specialist and a pool of National Green Experts. These experts will be responsible for developing tailored BDS tools, providing technical advisory services, and directly supporting MSMEs in adopting circular economy practices and other climate-smart business models.
Objectives
The consultancy will focus on four key objectives:

Strengthening ESOs to deliver gender-responsive, environmentally sustainable BDS.

Developing and adapting tools, training materials, and operational guidance to facilitate green business practices.

Supporting MSMEs, particularly women-led enterprises, to integrate circular, low-carbon, and climate-smart solutions into their operations.

Providing technical advisory services and capacity-building interventions to accelerate the green transition.
Scope of Work
Green BDS Specialist
The Green BDS Specialist will play a strategic role in designing, adapting, and operationalizing green BDS tools. This includes reviewing existing materials, developing new training guides and standard operating procedures, and facilitating Training-of-Trainers (ToT) sessions for ESOs. The specialist will also provide high-level advisory support on integrating gender and environmental considerations across the programme and ensure that lessons learned and pilot results are systematically documented for broader dissemination.
National Green Experts
The National Green Experts will work closely with MSMEs and ESOs to assess readiness for green transition and provide targeted technical support. Their responsibilities include advising on resource efficiency, waste management, and adoption of green technologies, mentoring MSMEs in sustainable practices, supporting pilots using adapted BDS tools, and monitoring progress through field data collection and reporting.
Expected Deliverables
The consultancy will produce tangible outputs that include:

Adapted and newly developed green and gender-responsive BDS tools ready for implementation.

Comprehensive training materials and delivery of ToT sessions for ESOs.

Detailed MSME assessment reports and technical advisory notes.

Reports from pilot implementations, including documented lessons and case studies.

A consolidated final technical progress report summarizing achievements, challenges, and recommendations.
What we are looking for
Green BDS Specialist: Candidates should hold a Master’s degree in Business Development, Sustainability, Gender, Environmental Studies, or a related field, with at least five years of experience in BDS development, gender-responsive programming, and curriculum/tool design.
National Green Experts: Candidates should hold a degree in Environmental Engineering, Sustainability, Renewable Energy, Gender Studies, or related disciplines, with three to seven years of experience in green transition or environmental management. Experience in working with MSMEs and ESOs is essential.
