In the Kigoma Region, DRC implements integrated projects spanning Camp Coordination and Camp Management (CCCM), Protection (CBP, PSN, GBV, CP and Legal), Shelter and Infrastructure, and Economic Recovery.

Overall Purpose of the Role

The Protection Officer – PSNs (Palliative Care Nurse) will provide clinical expertise in community-based rehabilitation services to Persons with Specific Needs (PSNs) suffering from serious medical conditions, including homebound and bedridden patients. This role involves delivering home-based and palliative care, basic medical interventions, and psychosocial support while collaborating with a multidisciplinary team to ensure holistic patient care.

Key Responsibilities

Clinical & Care Duties

  • Conduct comprehensive assessments of patients’ physical, emotional, and spiritual needs.
  • Develop and implement individualised care plans with the interdisciplinary team.
  • Administer prescribed medications and monitor adherence to treatment regimens.
  • Provide pain and symptom management for homebound patients.
  • Educate patients and families on medication management, side effects, and home-based care.
  • Clarify care goals and support families, caregivers, and staff in decision-making.

Collaboration & Coordination

  • Work with a multidisciplinary Palliative Care Team (Medical Officer/Physician, Social Worker, and CBR staff).
  • Liaise with community structures, partners, and health agencies to strengthen care systems.
  • Participate in health and nutrition working groups, case conferences, and coordination forums.

Program & Case Management

  • Maintain comprehensive patient files and ensure quality case management.
  • Support data collection, indicator tracking, and analysis in collaboration with the M&E and IM teams.
  • Prepare timely and accurate reports (weekly, monthly, and donor-specific).
  • Train and support CBR incentive staff and community outreach workers on palliative care best practices.
  • Ensure all activities comply with DRC and donor regulations.

Logistics & Accountability

  • Safeguard medical equipment and ensure timely repairs/replacements.
  • Report security incidents promptly.
  • Uphold DRC’s accountability commitments, ensuring activities meet organisational standards of care and protection.

Experience & Technical Competencies

  • Minimum 2 years’ experience in a clinical or palliative care setting.
  • Registered Nurse (RN) with a valid license (BSN preferred).
  • Certification in Palliative Care Nursing is highly desirable.
  • Prior experience in palliative, hospice, or home-based care preferred.
  • Strong planning, organisational, and problem-solving skills.
  • Ability to work independently and in a team under challenging conditions.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
  • Excellent interpersonal skills, integrity, and adaptability.

Education

  • Diploma or Degree in Nursing (BSN preferred).
  • Additional certification or training in palliative or end-of-life care is an advantage.
  • Computer literacy is essential.
